The focus of the Western Australia correction system on increased rehabilitation and the provision of skills is designed to assist offenders gain self-sufficiency. This report examines the study and work experiences of state prisoners before and during their incarceration and their expectations of post-release outcomes. It finds that differences in work and study patterns result from choices made by prisoners within the constraints of prisoner management plans, prison jobs and course availability, and their previous work and study backgrounds. Prisoners undertaking vocational education and training (VET) courses expect better labour market futures than those who are undertaking non-vocational education courses or prison work only. The resource sector in northern Western Australia draws its workforce from local purpose-built towns (drive-in/drive-out (DIDO) workers) and metropolitan areas (fly-in/fly-out (FIFO) workers). However, each of these arrangements has a downside. Mining towns are costly to build and maintain. Staff turnover is high. FIFO lifestyles adopted by city-based tradesmen seeking high incomes can lead to social dysfunction. Hence, the question is: is there a viable alternative to these regional and remote areas for local communities to provide workers and ancillary support for the resource sector? For example, most of the inland mines in Western Australia are located near or within Aboriginal communities. Returning to these communities are ex-prisoners who have had the opportunity to gain trade skills while in metropolitan prisons. This article considers whether Aboriginal ex-prisoners might be gainfully employed in the resource sector in the Pilbara and Kimberley regions of Western Australia.

This chapter is an edited version of a 2004 report entitled 'To train or not to train: the role of education and training in prison to work transitions' by the same authors, indexed at TD/TNC 80.04. This project examines the education, training and work experience of prisoners before and during their current terms of imprisonment in Western Australia. It also identifies the factors affecting prisoners' decisions to undertake education, training or work during their stay in prison. This study is unique in two respects. First, prisoners themselves were asked about their expectations for future employment and earnings. Second, the interview includes a series of attitudinal questions which comprise an optimism index called the 'life orientation test'. Overall, prison work is not seen by prisoners as being entry to a career outside prison, but studying is related to their anticipated post-release labour market futures. Those prisoners undertaking vocational education and training, including apprenticeships and traineeships, expect better work, more enjoyable work and more money after release from prison than those who are undertaking non-vocational education courses or prison work only.
